perf(mobile): faster thread sync, connects, and reconnects on bad wifi - #28487
On bad wifi the phone was slow to sync threads, to connect, and to come back after the connection dropped or the app was in the background. This PR fixes six causes:
Shell, thread, and config streams waited for an ack after every chunk. The server now keeps up to 8 chunks in flight for them, the same window terminal output uses. Terminal streams keep their 64 KB byte cap. The new streams count chunks only, so a large thread snapshot is not serialized twice to size it. Window state for clients that disconnect is now dropped instead of kept forever.
Every drop waited 1 s before it reconnected. On teardown the client sent a cancel for each open stream to the dead socket, and each send waited out effect's 1 s interrupt timeout. Sends other than requests now skip a closed socket. Requests still go through and fail at once.
The first retry waited 1–2 s. When a live session drops, the first retry now starts after about 250 ms. It still counts toward the backoff, so a host that keeps dropping backs off as before.
Reopening after a long background waited too long to replace a dead socket. The silent-socket check skips the 2.5 s wait meant for live remote sockets and gives up after 1.5 s. A socket that delivers a frame during the check gets 3 s, counted from the resume.
A reconnect downloaded the whole thread list again. A list that came from a server snapshot now catches up from its last sequence number on a new session, as long as the server has the same version, database migration, and omission options. Cached-only data, or an upgraded server whose migrations may have rewritten rows, still reloads in full.
The connect config carried the full provider command and skill lists. Mobile reads full entries from the per-folder snapshot it fetches for the composer. With the new opt-in providerCatalogsOnDemand, providers that can scan a folder send command names and skills without their descriptions. Any change to the machine catalog still changes the config, so the phone refetches its folder snapshot, and skill links keep working in views that never fetch one. If a folder scan fails, the server replies with the machine catalog as a pending snapshot. Web does not opt in, and older servers ignore the flag.
Proof
Tests extend the existing cases: OutputProtocol.test.ts (window rows), supervisor.test.ts (fast first retry, long-resume replacement, a live socket kept when it sends a frame during a slow check), session.test.ts (a stream ends at once when its socket closes, and a later request fails fast), shell-sync.test.ts (a reconnect resumes from the cursor, and a migrated server reloads), and ws.test.ts (stripped catalog, catalog changes still reach the client, a non-scanning replacement gets its full catalog, failed-scan fallback). vp run check:changed passes.

Maintainer takeover: replaced an Antigravity driver check and a /usage-limits special case with one generic catalog rule, and fixed review findings (thread list resume across server upgrades, double serialization, a window-state leak, skill links, long-resume ordering). Macroscope's review found this PR requires human approval — This improves mobile synchronization and reconnection while enabling on-demand provider catalogs. Cross-session cursor reuse still has an unresolved event-store identity concern that could retain projects and threads from a replaced database.

Layer / File(s)
Summary
Adjust retry and long-resume checks packages/client-runtime/src/connection/supervisor.ts, packages/client-runtime/src/connection/supervisor.test.ts
The first retry after an established session fails uses a randomized delay of 125–250 ms. Long-resume probes use a 1.5-second timeout, and frame arrivals are checked during host checks. Tests cover silent-session replacement and frame arrivals.
Handle sends and streams after disconnection packages/client-runtime/src/rpc/session.ts, packages/client-runtime/src/rpc/session.test.ts
After disconnection, non-request sends become successful no-ops. A test checks lifecycle-stream completion and probe failure after socket closure.
pingdotgg/t3code#23731 — The changes reduce config payload content through on-demand provider catalogs, but do not establish a complete fix for large snapshots.
pingdotgg/t3code#16549 — The changes adjust subscription output windows and reconnect behavior related to the reported reconnect loops.
pingdotgg/t3code#21235 — The changes update long-resume socket checks, but do not address all causes of background timer throttling.
Shell data can remain incorrect after reconnecting to a replaced data store, and provider catalogs can remain stale or cause unnecessary refreshes. Resolve the shell resume risk before merging unless it is explicitly accepted.

main reproduced one-chunk-per-ack blocking and a full HTTP shell fetch after an established socket dropped.
the pr's live shell and thread streams each reached eight unacknowledged chunks, then advanced to nine after one ack. the config stream also stopped at eight pending settings updates and resumed on ack. an oversized thread snapshot still respected the byte limit.
reconnect resumed the shell cursor without another HTTP shell fetch. a client kept offline while another client ran a real codex shell command caught up with the missed message, tool work, and completed reply.
cold startup still loaded an authoritative snapshot. new-thread creation, settle/un-settle counts, settings updates, and integrated terminal input/output worked.
blacksmith ran the existing output-protocol, supervisor, and shell-sync tests: 75 passed. the inspected head's github ci checks passed. no source changes or pushes were needed.
native ios/android clients and the electron shell were not exercised on this linux vm. real bad-wifi or relay/tunnel throughput, silent-socket/background recovery, server-upgrade omission changes, and large-gap snapshot fallback were not exercised in the running app. this is functional web/shared-runtime verification, with no mobile speedup claim.
…inks
These streams waited for one client ack per chunk. On a 300ms link that is
one round trip per chunk. They now use the same bounded in-flight window as
terminal output (8 chunks or 64KB).
A shell loaded from a server snapshot now resumes from its sequence on a new
session instead of downloading the full HTTP shell again. Cached data, or a
snapshot taken with other omissions, still reloads in full.
When a socket closed, teardown sent an interrupt for each open stream.
Each write to the dead socket waited out the client's 1s interrupt
timeout before the reconnect could start. Writes other than requests
now skip a closed socket, and requests still fail fast.
…kground
After a long background the socket is likely dead. The silent-socket
check no longer waits the extra 2.5s meant for live remote sockets, and
the health check gives up after 1.5s instead of 3s.
…onfig
The config snapshot carried every provider's slash commands and skills,
187KB of 211KB on a real host. Mobile reads them only through the
per-folder snapshot it fetches for the composer, so it now opts out of
the machine-wide lists for providers that can scan a folder.

Move subscription orchestration into a service.
The handler now reads the instance registry and selects catalog policy before loading config. Move this work into the existing config or provider service, and let the handler call that service.
As per coding guidelines, “A transport handler does three things: decode the request, call one service method, and map the service's typed errors.” The path instructions also require transport handlers to stay thin.

About the follow-up comment on ws.ts lines 3165-3167 (moving the catalog selection into a service): I am not changing this in this PR.
This is per-client wire shaping, not a server feature. It decides which fields one subscriber receives. The same handler already does this kind of shaping inline through withoutWorkspaceSnapshots and withUsageLimitsCommands, and serverRefreshProviders already reads providerInstances.listInstances in the handler. If we move only this one set into a service, the shaping is split across two places. Moving all of the on-demand shaping would be a separate refactor.

Detect frames while the host check is pending.
If checkHost takes more than one second, the 1.5-second probe deadline can expire before awaitSilentSocket reports a frame. The supervisor then replaces a live socket and interrupts its RPCs. checkHost allows up to 2.5 seconds. (raw.githubusercontent.com)
Check for inbound frames independently of host-check completion.

Refresh provider catalog eligibility when instances are replaced.
catalogsPerCwd is captured when subscribeServerConfig starts. A supported same-ID replacement can change whether the instance has snapshotForCwd, but later providerStatuses updates still use the old set. A replacement without cwd support can therefore have its commands and skills stripped from live updates, while a replacement that gains cwd support can send its full catalog.
The cwd refresh is not permanently empty: workspaceSnapshotOrCatalog can return a pending snapshot containing the provider's current commands and skills. Recompute eligibility when the instance registry changes, or derive it from the current registry for each provider update. Add a same-ID replacement case to the subscription test.

About the 2 outside-diff comments in review 5729390364: both were real problems, and both are fixed.
supervisor.ts:690, a frame during a slow host check. Fixed in 4a435dd. awaitSilentSocket now races the host check against a frame watcher that checks the frame count every 100 ms. If a frame arrives while checkHost is still running, the result is "alive", and the probe deadline extends as before. Test: "keeps a long-resume socket that delivers a frame during a slow host check" uses a 2 s host check, a frame at 1.2 s, and a 2.5 s probe. It fails on the previous code with 2 sessions instead of 1.
ws.ts:3185, catalog eligibility after a same-ID replacement. Fixed in 226dcaf. The server now reads the set of providers that can scan a cwd from the instance registry on each provider update, not once when the subscription starts. Clients that do not opt in skip this read. The case "on-demand clients get provider config without workspace snapshots" now replaces the instance with one that has no snapshotForCwd and expects the machine catalog in the next update. That case fails on the previous code.

Do not mark a provider without cwd scanning as pending.
When a mobile client refreshes a provider whose instance has no snapshotForCwd, the registry returns without scanning. This branch still creates a pending snapshot. The mobile refresh controller then schedules two more refreshes that cannot produce a complete snapshot. Return the machine catalog without a pending marker for that instance. Keep the pending fallback for a failed scan by an instance that can scan. Update the no-scanner test case accordingly. (raw.githubusercontent.com)

Preserve a change signal for omitted provider catalogs.
When an eligible provider’s machine commands or skills change, these lines can project both the old and new catalogs to the same empty arrays. The subscription deduper then sends no update. A previously fetched cwd snapshot also keeps the same client snapshotBasis, so the composer can show the old catalog until its five-minute snapshot TTL expires. Send a compact catalog revision with the filtered provider and include it in snapshot invalidation, without sending the full catalog. (raw.githubusercontent.com)

Verify event-store identity before resuming across sessions.
If the server at the same endpoint starts with a different database, the omission key can still match. A new database that has reached the saved snapshotSequence can accept afterSequence without sending a full snapshot. The client then retains projects and threads from the old database because the server checks the replay range, not event-store identity. Tie cross-session cursor reuse to a stable event-store identity, or request a full snapshot when identity cannot be established. (raw.githubusercontent.com)

Clients with on-demand provider catalogs read commands and skills from the
cwd snapshot they fetch, and invalidate it when the provider's machine
catalog changes. Stripping that catalog down to /usage-limits, with an
Antigravity exception for its live command discovery, hid every other
machine-catalog change from those clients and keyed behaviour on a driver
kind.
Providers that scan a cwd now send command names only and no skills for
such clients. Any command the machine catalog gains or loses still changes
the config, so the client refetches, and the special cases go away. Also
renames withTerminalOutputWindow to withOutputWindow now that it windows

- Shell resume across sessions also keys on the server version and
database migration, since migrations rewrite projections without events.
- On-demand catalogs keep skill names and paths, so skill links render and
a skill change still invalidates the client's fetched cwd snapshot.
- A long resume that arrives mid-probe applies before its silent-socket
check starts, and its frame extension counts from the resume itself.
- Shell, thread, and config streams window by count only, so large
snapshots are not serialized twice to size them.
- Output windows of disconnected clients are pruned instead of leaking.
